Toutefois, cette r\u00e9volution technologique soul\u00e8ve des d\u00e9fis en mati\u00e8re d\u2019\u00e9thique, de protection des donn\u00e9es et d\u2019\u00e9quit\u00e9 dans l\u2019acc\u00e8s aux technologies.<br \/>\nEn collaboration avec le Forum, le REPPRELCI a adapt\u00e9 les recommandations de ce rapport au contexte ivoirien afin de promouvoir une utilisation responsable et \u00e9thique Pr\u00e9occup\u00e9s par les dommages qu\u2019entra\u00eene cette situation sur la vie des personnes et la qualit\u00e9 de la d\u00e9mocratie, 30 Etats ont sign\u00e9, lors de la 74e Assembl\u00e9e g\u00e9n\u00e9rale des Nations Unies en septembre 2019, le Partenariat international sur l\u2019information et la d\u00e9mocratie.<\/p>\n<p>Cet accord intergouvernemental adopt\u00e9 aujourd\u2019hui par 55 pays dont le B\u00e9nin, vise \u00e0 promouvoir et mettre en \u0153uvre des principes d\u00e9mocratiques dans l\u2019espace global de l\u2019information et de la communication pour l\u2019acc\u00e8s \u00e0 une information libre, ind\u00e9pendante, pluraliste et fiable.<\/p>\n<p>Le rapport sur l\u2019intelligence artificielle a fait l\u2019objet d\u2019une s\u00e9rie de rencontres d\u2019appropriation et d\u2019enrichissement au niveau national. L&rsquo;\u00e8re num\u00e9rique a \u00e9largi les possibilit\u00e9s pour les individus d&rsquo;exercer leurs droits fondamentaux. Par cons\u00e9quent, le droit international reconna\u00eet que la protection des droits de l&rsquo;homme doit \u00eatre maintenue \u00e0 la fois hors ligne et en ligne, englobant tous les droits, y compris la libert\u00e9 d&rsquo;opinion et d&rsquo;expression. permettent \u00e0 n\u2019importe qui de devenir facilement cr\u00e9ateur de contenu. Cependant, l\u2019IA peut inventer des sources, cr\u00e9er de la d\u00e9sinformation et des deepfakes, ce qui amplifie les dangers de la d\u00e9sinformation et du chaos informationnel, lesquels mettent de plus en plus sous tension nos institutions d\u00e9mocratiques.<\/p>\n<p>Les applications de l\u2019IA prennent aujourd\u2019hui des d\u00e9cisions d\u00e9terminantes dans l\u2019espace de l\u2019information, \u00e9tant donn\u00e9 que la quantit\u00e9 d\u2019informations disponibles et de contenus cr\u00e9\u00e9s d\u00e9passe les capacit\u00e9s humaines de consommation, de tri, de mod\u00e9ration et de v\u00e9rification. Actuellement, ce sont principalement des entreprises priv\u00e9es qui d\u00e9cident des r\u00e8gles du jeu, notamment des garde-fous s\u00e9curitaires et \u00e9thiques qu\u2019elles choisissent de mettre en place. <\/p>\n<p>Nos institutions d\u00e9mocratiques doivent prendre les devants dans l\u2019\u00e9laboration et la mise en \u0153uvre de principes et r\u00e8gles d\u00e9mocratiques pour gouverner le d\u00e9veloppement, le d\u00e9ploiement et l\u2019utilisation de tous les aspects de l\u2019IA dans l\u2019espace de l\u2019information. En l\u2019absence de lignes directrices \u2013 y compris d\u2019incitations r\u00e9glementaires \u2013 provenant de nos institutions d\u00e9mocratiques, les d\u00e9veloppeurs et les d\u00e9ployeurs de mod\u00e8les et d\u2019outils d\u2019IA risquent de saper les fondements m\u00eames de nos d\u00e9mocraties, reposant sur un \u00e9cosyst\u00e8me informationnel cr\u00e9dible et
