On 22 October 2025, the OSCE Office of the Representative on Freedom of the Media (RFoM), in cooperation with the Forum on Information and Democracy (FID), launched a new policy manual on “Safeguarding Media Freedom in the Age of Big Tech Platforms and AI” during the conference “Healthy Online Information Spaces: From Policy Guidance to Pathways Forward” in Vienna.

The manual provides participating States with guidance to protect freedom of expression, promote independent public interest journalism, and ensure information integrity in the digital era. It addresses challenges related to AI, the concentration of power among digital platforms, and the visibility and sustainability of reliable journalism.

The publication is grounded in international human rights standards, OSCE commitments, and the Declaration of the Partnership for Information and Democracy, offering tools for States to design frameworks that safeguard media pluralism, independence, and public interest journalism.
