In February 2025, the International Partnership for Information and Democracy launched this workstream to address disinformation on private messaging platforms. Co-led by Luxembourg and Ukraine, it brings together States and experts to develop solutions that balance safety and privacy.
These platforms, initially meant for personal chats, have become key venues for mass information sharing and political influence, complicating regulation due to their encrypted and private nature.
To respond effectively, the workstream advocates focusing on specific features, like group size, access controls, and forwarding limits, rather than applying broad platform-wide rules. This approach aims to preserve encryption and privacy while tackling the spread of harmful content.
